As you pointed out, the options you are setting are in the "Document Properties", not "System Options" - they apply only to the current document. In order to make them stay, you must adjust the settings in your template.

@Deepak: I'm not sure why you'd need a viewer - Windows should be able to view WMF natively (unless of course you aren't using Windows).

Assuming you're doing this in a drawing, not a model: Right click on the drawing view, zoom/pan/rotate, rotate view, 180deg.
